A country cannot be developed without a strong public sector, that can ensure excellent education, healthcare and a proper frame of polices to enable growth. Any system or organization is formed of three main components:

1. Organizational Structure ,
2. Rules and Regulations and of course
3. Human Recourses.

It is no surprise to realise that Human Resources are the element responsible for creating axis. Strategically, Lee Kuan Yew placed great emphasis on excellent education, fighting for English to become as essential a language in Singapore as Chinese and Malay languages are; a fact that provides insight into his futuristic vision for Singapore to be an international hub. His primary condition for big corporations wishing to open branches in Singapore was knowledge transfer.

Yet, no development can be achieved in a country saddled with corruption. Therefore, in 1960, he abolished the out-dated 1937 anti-corruption law and replaced it with a more up-to-date regulatory framework.
