There are number of questions that could be raised in order to diagnose the reason behind the efficiency of a public sector on another;

Is it:

• the organizational structure?
• the governance?
• or the leadership?

All of these are an outcome of human brains (the leadership’s visions and abilities). Therefore, this dissertation attemps to diagnose leadership concepts, selection criteria and hopefully answer the main question: How does the Omani sector develop leaders?
